Peer Review Policy

The Malaysian Online Journal of Educational Technology (MOJET) is committed to maintaining the highest standards of scholarly publishing through a rigorous, fair, and transparent double blind peer review process. All editorial decisions are based solely on the academic merit, originality, methodological quality, and relevance of submitted manuscripts.

MOJET publishes four issues annually in January, April, July, and October. Manuscripts are accepted throughout the year and are evaluated on a rolling basis.

Initial Editorial Assessment

Upon submission, every manuscript undergoes an initial editorial assessment conducted by the Editor in Chief or an assigned Section Editor.

During this stage, manuscripts are evaluated for:

  • Relevance to the journal's aims and scope

  • Compliance with the journal's submission and formatting requirements

  • Originality and potential scholarly contribution

  • Quality of academic writing and organization

  • Ethical compliance, including research ethics and publication integrity

Manuscripts that do not satisfy the journal's minimum editorial requirements may be rejected without external peer review.

Double Blind Peer Review

Manuscripts that successfully pass the initial editorial assessment are assigned to at least two independent reviewers with appropriate subject expertise.

MOJET operates a double blind peer review system in which:

  • Authors do not know the identities of the reviewers.

  • Reviewers do not know the identities of the authors.

Reviewers evaluate manuscripts according to the following criteria:

  • Originality and significance of the research

  • Contribution to educational technology scholarship

  • Soundness of the theoretical or conceptual framework

  • Methodological rigor and appropriateness

  • Quality of data analysis and interpretation

  • Validity of conclusions

  • Clarity, organization, and quality of presentation

  • Compliance with ethical and research integrity standards

Editorial Decisions

Editorial decisions are based on the reviewers' recommendations together with the independent assessment of the handling editor.

Possible editorial decisions include:

  • Accept

  • Minor Revision

  • Major Revision

  • Reject

The Editor in Chief is responsible for the final publication decision.

When revisions are requested, authors are expected to submit:

  • A revised manuscript.

  • A detailed point by point response to all reviewer comments.

Where appropriate, revised manuscripts may be returned to the original reviewers for further evaluation before a final decision is made.

Reviewer Selection

Reviewers are selected based on their expertise, publication record, research experience, and suitability for the manuscript subject.

Reviewers may be selected from:

  • Members of the Editorial Board

  • Members of the Reviewer Board

  • Independent external experts

Editors take reasonable steps to avoid conflicts of interest and ensure that peer review remains objective, independent, and unbiased.

Confidentiality

All manuscripts submitted to MOJET are treated as confidential documents.

Editors, reviewers, editorial staff, and authors are expected to maintain the confidentiality of the editorial and peer review process. Manuscripts and associated review materials must not be shared, distributed, or disclosed to unauthorized individuals.

Communication between authors and reviewers is conducted exclusively through the journal's editorial management system. Direct communication between authors and reviewers is not permitted.

Use of Generative Artificial Intelligence During Peer Review

To protect confidentiality and research integrity, reviewers and editors must not upload submitted manuscripts or any confidential manuscript content to generative artificial intelligence tools or other external platforms.

The use of artificial intelligence tools must not compromise the confidentiality of submitted work, reviewer independence, or the integrity of the peer review process.

Ethical Standards

MOJET conducts peer review in accordance with the COPE Core Practices and the COPE Ethical Guidelines for Peer Reviewers.

Editors evaluate manuscripts fairly, objectively, and solely on the basis of scholarly merit. Editorial decisions are made without discrimination based on nationality, ethnicity, gender, religion, institutional affiliation, age, disability, political beliefs, or other personal characteristics.

Reviewers are expected to provide constructive, objective, evidence based, and timely evaluations while declaring any actual or potential conflicts of interest.

Timeliness

MOJET is committed to providing an efficient and timely peer review process. The editorial office continuously monitors manuscript progress and works closely with editors and reviewers to communicate editorial decisions as promptly as possible while maintaining the quality, fairness, and integrity of the review process.
